Attorney General Abbott's Fugitive Unit Arrests Child Sex Offender in BrownsvilleBROWNSVILLE – Texas Attorney General Greg Abbott’s Fugitive Unit arrested a fugitive sex offender at the Gateway International Bridge in Brownsville.
On Wednesday, Fugitive Unit investigators arrested David Allen Russell, 48, for violating the terms of his probation and failing to register as a sex offender. In 2002, Russell was convicted of two counts of indecency with a child by sexual contact in Tarrant County. The victims were a 10-year-old female and a 12-year-old female.
“This previously convicted sex offender failed to register with authorities and illegally violated the terms of his probation,” Attorney General Abbott said. “This absconder’s arrest reflects the state’s ongoing effort to aggressively crack down on fugitive sex offenders who attempt to hide from authorities. We will continue working to protect Texas families by locating and arresting fugitive sex offenders who violate the law.”
Russell absconded in 2009. The Fort Worth Police Department issued a warrant for his arrest after he failed to register as a sex offender. The Tarrant County Sheriff’s Office also sought his arrest for probation violation. Fugitive Unit investigators discovered Russell was living in Mexico and arranged for him to voluntarily return to Texas. Immigration and Customs Enforcement agents assisted state investigators.
The Fugitive Unit located and arrested the unregistered sex offender as part of Operation Missing Predator, the attorney general’s ongoing statewide initiative to locate and arrest fugitives who fail to update or maintain their sex offender registration.
Attorney General Abbott’s Fugitive Unit works with the Texas Department of Criminal Justice, Texas Department of Public Safety and other law enforcement agencies to pinpoint and arrest fugitives with a history of sex crimes against children. These fugitives include those who have violated parole, probation or sex offender registration requirements. Since operations began in August 2003, the unit has arrested more than 1,000 fugitives.
