Other Information: Based on information provided by the Fugitive Unit, New Mexico State Police arrested Joe Cates at a restaurant in Sandia Park, NM, where he was working as a dishwasher. Cates was convicted in Feb. 2003 in Collin County on three counts of indecency with a child by contact. The victims were a 14-year-old boy, an 8-year-old boy and an 11-year-old boy.Cates was sentenced to four years in state prison for the offense against the 14-year-old and 10-years probation on the offenses against the two other boys. Cates was ordered to register as a sex offender for acts he committed against the three children between 1989 and 1994. Cates was paroled from prison on Oct. 7, 2004. The Texas Department of Criminal Justice Parole Board issued a warrant for Cates' arrest on Sept. 7, 2006, after he violated his parole by failing a polygraph exam. On Nov. 1, 2006, a Collin County district court revoked Cates' probation and issued a warrant for his arrest. In addition, the Collin County Sheriff's Department issued a warrant for Cates' arrest on Sept. 20, 2006, for failing to comply with sex offender registration requirements. Cates disappeared on Sept, 5. 2006. Cates was added to the Texas Department of Public Safety's Ten Most Wanted List on Sept. 11, 2008.
